Some local authorities are starting to help schools save money on their energy bills
I heard about one the other week that was very pleased with itself and its energy saving measures as the bills were so much lower this year than in each of the previous two..... -

Erm,
So is that to say that the bills for this year were lower than the combined bill for the last two years.
Such arthmathetic is entirely possible in todays Educational system.
Milder weather notwithstanding.
