    Just got this with the weekly parish council bulletins...

    Renewable Heat Premium Payment – Phase 2
    The Renewable Heat Premium Payment is a one-off grant designed to help towards meeting the costs of installing renewable heat technologies (e.g. solar thermal panels, heat pumps and biomass boilers) in your home, until the Renewable Heat Incentive is introduced for domestic customers. Phase 2 runs until 31 March 2013. A competition for registered social landlords is now open to bid for money to support the installation of renewable heating systems in social housing stock. The overall budget for this year’s scheme is £10 million. As in the previous competition, the maximum amount per project is set at the sterling equivalent of €200,000. The main aim of the scheme is to encourage the installation of renewable heat technologies, particularly in social housing in off-gas grid areas. All projects will need to be completed by 31st March 2013.

    I have not heard anything since the Energy Saving trust informed me they wanted to monitor my property. I was told that they wanted to install additional equipment to monitor my system and that a third party would be in touch..............silence. That was about 3 months ago. I have serious doubts about the RHI. I am off gas grid with friends that want to install hp's. What do I tell them?
    Make your property as energy efficient as possible and go for minimal heating if at all. There is not confidence in the domestic RHI for me.
    The conservatives are turning every way every day so who knows. At least Maggie was not for turning and had a spine,

    Gusty: that's my view, ie minimise heat demand while waiting for dust to settle, then use RHI to help get a heat-pump if it ever materialises. It's not as if the two are in conflict...

    PS. This year's fun probably doesn't include aerogel but probably does including swapping out all blown/old 2G windows for 3G now our local installer actually does them...

    If you know that you want the technology then it's worth claiming the renewable heat premium payment to help with the upfront cost. However you won't know whether it will be eligible for the full RHI until around September this year (that's assuming that the announcement isn't delayed again!).

    The RHI delays seem to be beyond a farce.

    My original plan was to install solar thermal and fill any remaining space with PV but the uncertainty over the RHI meant we kept putting off the solar.

    We would have installed solar thermal without the RHI but the perpetual promise of ‘if you just wait until x’ is more paralyzing than no RHI.

    In the end we just filled the roof with PV as we valued some certainty and wanted to stop having our plans on hold. I doubt I am alone in this…

    To an outsider it seems like the government are trying to kill solar thermal!

    I would agree that the proposal initially needed tweaking but for off gas areas the RHI would deffinately help with additional costs. I would estimate that my GSHP cost me up to £9000 extra above a modern oil system. I was fortunate and had some cash behind me so I spent to get away from oil but for some the RHI would help. The uncertainty is a real pain. Finding installers that ticked the MCS box at the time also cost extra money. If the government have made me jump through all the extra hoops and cost me financially I will not be a happy voter.

    I very much doubt that DECC wants to kill solar thermal, but amongst other factors it's just not as easy to robustly meter and pay for as PV-generated electricity.
