I'm not sure what level I need to insulate it to, to protect it from freezing
I was thinking of.

25mm closed cell pipe lagging on all pipes
150mm mineral wall surrounding tank

does this sound enough

A whole tank of water is unlikely to freeze solid next to a house.

I think I'll insulate the pipe as well though as my customer will no doubt want to
flush when its freezing outside, and I was intending to send a water main to it for toping it up when empty
though I need to think where to place the ball cock ,I guess a long arm on the float would do it
unless there some way of doing that from the inside without having to turn any taps or levers
