I'd settled on an EPDM membrane bonded to a EPS/board composite because EPDM is one of the most eco-friendly options and bonding it will make it last longer.

However it's proving difficult to get hold of a EPS/fibreboard composite to bond the EPDM to. At this point we've already fitted the roof joists but everything above that is up for grabs. What would you recommend as an alternative way to detail the insulation/waterproofing in this detail?

Can you bond the EPS to something (OSB?) yourself ?
Alternative could be PUR/ply composite , not perhaps as good environmental credentials , but easily available
    eg. http://www.roofingsuperstore.co.uk/product/insulation-2/flat-roof-insulation/recticel-plylok-decking/rectical-plylok-board-126mm-x-1200mm-x-2400mm.html

Have a look around Seconds and Co's site (or phone them) to see if they have any cheap thermataper (tapered PIR or phenolic)? (I assume this is for a flat roof, if not, then maybe you don't need thermataper?).

I got lucky with a pallet of Kingspan Thermataper from them... I think I paid around £100 for most of the insulation I needed for a 3.8 x 5m ish flat roof. 0.026 W/mK from memory.
