    Yes, any cap and trade is open to abuse.
    I just wonder how you get around the buck passing.
    How does France cuts its relatively low CO2 footprint, do they tell the Latvians they cant burn coal?

    Adding a carbon tax to equalise all energy prices across the EU could be a way, but I am sure it would not be very equitable.

    But that would only work with full European intergration. Same wages, taxes, etc. no thanks.

    I thought energy use was some what related to income , the more you earn ( or money/wealth you have) the more you use.
    If so, a x % increase would have a similar effect across the region. ??

    Will this stop UK importing Canadian wood to burn in Drax etc. ? Don't know the figure but this policy seems counter intuitive.
