    Buildings should be designed so that they don’t need air cooling, to suggest air con in the same breath as reducing things is nuts

    Did they suggest air-con (capable only of cooling) or an air-air heat pump capable of both heating and cooling?

    Plus the whole topic is fairly meaningless without some information about the circumstances - what is the building and what question were they asked, for example.
