concentrates on downstream issues, barely mentions the fundamental shortcomings - skimpy guesswork in determining the construction as input, and perverse results from the software, especially inability to make sense of any exceptionally 'eco' construction.

Very shallow article. Doesn't even mention that the whole scheme is due to be replaced as part of the new HEM. And Which should be ashamed suggesting everybody should pay every five years - and who's going to produce so many certificates, if done properly?
