Hi
I just spoke to EST and the Renewable Heat Premium Payment which have just been launched only apply to installations made from today onwards. There's no point contacting them about installations that have already been made. Renewable Heat Premium Payment covers solar thermal for all homes meeting minimum criteria and heat pumps for homes off the gas grid.

Regarding RHI they say "People who have installed the kit under the Premium Payments will also be eligible for support through the RHI providing they meet the eligibility criteria of the full RHI scheme, as will anybody else who has installed eligible equipment since 15 July 2009." RHI is still "we don't know when".

RobinB

I think I read somewhere that the cut-off date is 29 July 2011(?). Only installations started after that date will be eligible to apply for a voucher. I think the Treasury would prefer if you didn't attempt to cash in these vouchers!

Other eligibility criteria may also apply. Maybe your postcode will have to have a '7' in it? Who knows?

 Ted

New build will be eligible if the application is submitted by the householder and not the housebuilder; EST can only make payments to individuals, not companies.

For a new build homeowner to be eligible, they would need copies of the documentation (commissioning certs, quotations etc) that would normally be held by the housebuilder so some collaboration will be necessary.

In an earlier post, I suggested that any commissioning was delayed until after Aug 1; the actual date turned out to be July 21, the date of the RHPP announcement.

I feel for those who commissioned between the end of May and July 21; they have lost out on the RHPP duly entirely to Government failing (again) to meet its own published schedule for delivering the RHPP policy.

Of course, without any certainty on the eligibility rules for the full RHI, or the available tariffs (although they will be significantly lower than those published in the Feb 2010 consultation, now considered 'ancient history' by DECC) it is hard to see how the RH PP will incentivise anybody; instead, it will merely reward those who were installing the technology anyway. Everybody else will wait to see how the RHI/Green Deal fits together.

Clearly, DECC is far more concerned about upsetting the Treasury than the renewable heat industry. It will be interesting to see whether they can get all 15m allocated under the RHPP: I suspect not.

Robin- Prior to this anouncement I was not aware the RHI expenditure will protect 150,000 existing manufactuing, supply and installer jobs. Was not aware it will increase green capital investment by £7.5 billion.
Obviously from your comment you were aware so can you explain please where the jobs are and how the £billions will be spent , my concern is how will it benefit health and environment? What will be impact on imports?

This is a very helpful thread so thankyou everyone. I came to post a question, but in reading have made a simple decision.
I find that our new build currently in progress qualifies for the £300 'voucher' for solar thermal which I am just getting quotes on right now.
However it is a teeny tiny % of the cost of our installation and I want to know how 'BIG' and what the extra meters will look like first as I dont want the possibility of some unnecessary junk bolted to my brand new house inside or out for the benefit of a measly £300, which is probably negated anyway at the moment by the negotiable quotes offered from solar providers right now which is only going to get more competitive over the next year.
I think we will give it a miss purely on this unknown monitoring issue.
