    I can't help but wonder if the impact on self-builders of this daft tax was ever even considered when it was thought up. Knowing something of the incompetence of government, I rather suspect that CIL was dreamt up as a way to get at some of the profits that big developers were reaping during the housing price boom, with ne'er a thought for the consequences on self-builders.

    It really should be something that Grant Shapps looks at tout suite, if he REALLY wants to remove barriers to self-build.

    Here is the CIL IMpact Assessment and you will find no mention of small or self builders -http://www.communities.gov.uk/documents/planningandbuilding/pdf/infrastructurelevyfinal.pdf.

    There is a general assumption that everyone will pay. One thing that it does acknowledge is that ultimately the landowners SHOULD pay with the purchaser negotiating the CIL discount at point of purchase. I can see that happening !!!

    The cost model in the impact assessment makes an assumption that the CIL charge would be set at between £5 and £10k per plot, but as we are already seeing this has been ignored and the University Fee pricing principle applied - i.e. charge as much as you can get away with.

    Finally, if you live in a rural area, you will find the CIL charge is highest, so you may wish to start some expectation mangement with the kids - repeate after me - "no you won't be living close to mum and dad because these houses are for rich people, not the like of you" !!

    They could go on to explain that they're no longer rich because they've been hit with all these sodding hidden taxes! :devil:

    (And nearly forgot what someone once explained to me when we were discussing consultation documents: "No, Dave, you're not getting the point; a consultation document is only a document."
