All quiet on here about this!

    http://timsa.associationhouse.org.uk/default.php?cmd=210&doc_category=95

The consultation closes on 27 March 2012. The overall impacts of the proposed 2013 changes are expected to:

    - Strengthen new-build standards to pave the way towards zero carbon.

    - Introduce a separate fabric energy efficiency target for new dwellings.

    - Propose changes to the associated calculation tools, SAP and SBEM. (Should give some of you guys chance to vent your spleens about the shortcomings/failures of SAP.)

    - Increase the standards of energy efficiency for existing buildings and secure greater take up of improvement to support the Government's planned Green Deal initiative. (Wonder what form the compulsion/ incentive will take?)

    - Introduce measures to incentivise improved compliance and as built performance.

Copies of the consultation documents can be viewed at http://timsa.associationhouse.org.uk/default.php?cmd=210&doc_category=95

    Several bits of consultation actually:

    - A consultation is being undertaken on proposed changes to the Standard Assessment Procedure for Energy Rating of Dwellings (SAP).

Comments should be made by 28 March 2012.

    For details go to http://www.bre.co.uk/sap2012

    There's a good overview at: http://www.nesltd.co.uk/sites/default/files/SAP%202012%20in%20a%20Nutshell%20v2.0.pdf

The government has also published the consultations for changes to several sections of the Building Regulations - including Part L - as well as proposed changes to the Building Control system.

The Part L changes include proposals for tighter carbon dioxide emission standards for new homes (Introduction of a target fabric energy efficiency standard) and requirements for additional energy efficiency improvement (consequential improvements) to existing homes when extensions are built.

Good overview on that available at: http://www.nesltd.co.uk/sites/default/files/documents/news/PART%20L1A%20Consulation%20Potted%20Guide.pdf

There are also proposed changes to Part P, on electrical safety in dwellings, and Parts A, B, C. K, M and N.

The consultation on adoption of consequential improvements ends on March 27, one month earlier than the other consultations (including the rest of part L, which actually run to April 27.

The consultations are available at: http://www.communities.gov.uk/corporate/publications/consultations/

The http://www.2013ncm.bre.co.uk website has now gone live so you can download cSAP and cSBEM for use with the Part L 2013 consultation packages.

There are also worked examples on the Zero Carbon Hub website of how to comply with the fabric standards:
