Propylene glycol is used as an artificial sweetener isn't it?
Take it to your local garage and see if they'll take it as old antifreeze (or ask what they do with it?). Otherwise, put it in a paint bucket, and take it to your local waste disposal site, and dispose of as paint maybe?
Jamesingram, it looks like it's not complete nonsense. Maybe it won't actually kill them but from the following, which looks at first glance like it's reasonably sourced, there's some issue with cats which doesn't apply to humans and dogs:
