    1) Educashon
    2) Educashon
    3) Educashon

    1 - Educating builders that "this is the way we've always done it" is not going to work, and training them how to do it right.

    2 - Educating the occupiers on how to run their house to minimise carbon emissions

    3 - Educating planners that CSH is not the only way...

    ...forcing the developers who build "spec built" to up their standards, despite the cries of 'no one wants that level of insulation...', and 'people don't care about running costs.....'?

    People don't think about (high) running costs because they don't think they have a choice (and to an extent they don't).

    Also change the planning approval process, to measure the inside of the dwellings rather than the outside.
    This straightaway would encourage better-built dwellings; higher levels of insulation would not impinge on useable floor area.

    And the building regs process to measure the outside rather than the inside; PHPP rather than SAP.

    The UK Government "disagrees" with claims made by the European Commission that a tax incentive it provides in relation to the supply and installation of "energy-saving materials" is unlawful.

    "On Thursday the European Commission said that a reduced 5% VAT rate for the supply and installation of materials such as draught insulation and solar panels that is allowed for under UK law must be changed. It said the UK has two months to amend the law or face legal action in the European Court of Justice (ECJ). The ECJ has the power to fine EU member states that do not comply with EU law.

    Using the external dimensions makes thermal bridge calculations more sane.
