			<![CDATA[Yes, any cap and trade is open to abuse.<br />I just wonder how you get around the buck passing.<br />How does France cuts its relatively low CO2 footprint, do they tell the Latvians they cant burn coal?<br /><br />Adding a carbon tax to equalise all energy prices across the EU could be a way, but I am sure it would not be very equitable.]]>
