    So I have some Code 4 houses, in nice south facing compact thermally efficient terraces.

    Problem is they are so compact and efficient that no matter how low the U-values I am struggling to get the Carbon improvement over building regulations.

    'Had looked at communal biomass (20 units) but this has been knocked on the head by the RSL...

    Any ideas would be gratefully received.

    4m2 of solar thermal is probably a no-brainer to start with, with say a gas boiler or ASHP.
    Ive had experience of achieving Code 4 with just solar thermal and gas boilers with very low u values, in a terrace this should be fairly easy to achieve.

    Alternatively communal GSHPs could be used, are they against communal systems or against the biomass?

    With a terrace it very difficult to achieve, as the building has very little surface area ie very little scope to improve heatloss.

    We did a rough and ready SAP calc and got less than Code 4 improvement with U values of 0.0 and gas heating / hot water.

    ASHP + solar hot water might do it, alternate I'd though would be a big PV array

    The scheme I got through Code 4 (averaged 46% reduction) with gas and solar had the following spec
    Floor area 95m2
    Thermal perimeter 10m per floor (5m exposed front and back)

    Walls - 0.15
    Floor - 0.1
    Roof - 0.1
    Windows - 0.7
    Door - 1.2
    Air Test - 0.5
    100% LELs
    Gas boiler @ 92% efficient
    4m2 solar thermal (evacuated tube at 30degrees south facing)
    Integrated thermal store of 250L

    I dare say that you are losing a lot of heat through the windows, as you're thermal perimeter has reduced the windows are likely to make up a large proportion area of heatloss. There are a few manufacturers that offer triple glazed windows down up 0.7 which obviously helps greatly

    European passivhaus windows -- triple glazed -- gas filled -- low E --- wood frames with insulated cores or outer cladding. or similar

    I used NorDan - N-Tech Passive, they are triple glazed, low E, argon filled. They are composite windows, are good for gaining credits in other parts of the Code as well, such as Materials and SBD.

    I know Jeld Wen do a 0.7 window as well, called 'dream-vu', haven't used them yet though
