RHPP - Renewable Heat Premium Payment - is the interim 'grant' for first year of domestic RHI payments.
Posted By: Slowmo45 In my view, there is no certainty that any installation completed between July 15 2009 and the date that the RHI is launched will become eligible. Indeed, receipt of the Premium Payment will not necessarily ensure eligibility for the full RHI.
Posted By: john_connettI wonder if Chris Huhne is in the driving seat?

Posted By: tedThe RHI legislation is a Statutory Instrument that just relies on Section 100 of the Energy Act 2008 which is already in force, so any delay to the current Energy Bill is no excuse for a delay to RHI.
"Charles Hendry: I will try to give the hon. Gentleman some reassurance. The purpose of the premium payment is to ensure that households that are off grid or do not have gas central heating can make faster progress in installing renewable heat, as they face particular challenges that we are keen to do more to address. That is why a capital sum has been made available to enable them to cover some of the installation costs. The payment is intended to help householders before the domestic RHI is introduced. We are working on the final details. I cannot give an absolute undertaking at this stage about what will be possible, but it is our intention to marry the payments and make them work together. We are trying to find a way to encourage people who do not have gas central heating to install renewable heating systems early, before the RHI comes in, but we want to ensure continuity of policy as far as possible. I hope that I have dealt with the issues raised by my hon. Friends and other hon. Members, and I hope that they will be prepared to agree to the regulations. "
