Renewable Energy: Post-2009 domestic solar thermal RHI paperwork?

    I have a post-2009 domestic solar thermal system which I hope will either be eligible or be capable of being upgraded to eligible if domestic RHI ever eventually appears. It was installed prior to RHPP.

    As domestic RHI is not expected to appear before late next year I would like to ensure that I have all the necessary paperwork from my installer to support my application. What paperwork should I have?

    we don't know. Decc hasn't told us.

    I presume it will be similar to the PV paperwork. The kit will need to be MCS approved as will the installer. you will need a commissioning certificate that has serial numbers of all the kit. That should be it though.

    I've just sent off my paperwork to EST for the ST £300 grant plus as I understand, "registration" for any future RHI scheme. I had, as you say, to produce the MCS cert, plus invoices, plus a signed householder certificate that they sent me. I wouldn't be surprised that for any future RHI scheme, they will also require SAP calculations.

    That should all come with the MCS cert of the panel - the RHI is all based on the deemed performance of the panel as opposed to actual performance. A survey should have been done which would give the expected output per year, so the survey + certificates should be fine.

    that's how it was going to be based according to the original consultation, but there have been lots of hints coming from DECC and elsewhere that they're planning to make it being based on metered heat output now. But as per usual, nothing definite because DECC don't seem to think that anyone other than a small number of civil servants should have any idea what they're currently thinking.

    in answer the the original question, you should have MCS certificate, system diagram, user manual, manual or technical info for controller, pump, panels, and probably electrical certificate for any electrical circuit that needed extending.

    The original RHI consultation paper contains a section on the, as then, planned transitional arrangements.

    This required that you submit from 2 MCS installers:

    - installer's estimate of annual heat load
    - if solar thermal the % of the heat load covered by the system
    - confirmation that these figures were based on SAP or SBEM

    OFGEM will then use the lower of the 2 sets of figures.

    The system must be the 'sole fixed heating installation' in the building (not counting an immersion heater) or, for solar thermal, you are allowed to have the solar system plus one other (renewable or not) fixed heating installation.

    But if you still think that DECC are going to stand-by the original promise to honour post 15th July 2009 installations as eligible for the full RHI then you have a lot more confidence in them than I do.

    Ted - I only have the required information from one MCS installer - didn't know back in 2009 that I needed same from TWO installers! Does this mean that I have handed an instant get-out clause to the DECC so that they can refuse to pay us under the RHI scheme?

    Actually, in fairness, we have carried out a huge amount of insulation work on the house since we had our wood pellet boiler installed so our annual heat load needs to be reassessed anyway. I know this from our wood pellet consumption rate, which has falled dramatically. We have a fully modulating boiler so the question of oversizing should not be an issue.

    Obviously I won't do anything for now as I too have a healthy scepticism about the whole RHI deal, but after next October when (hopefully!) we will know what's going on, perhaps I could get new independent surveys by two different MCS installers (the company who installed our system being one). Hopefully that would satisfy the DECC?
